Ok so I got Riolu or whatever his name is (the pre evolved form of Lucario). Now I'm wondering how to evolve him. Hes currently lvl 30.

Riolu evolves with high friendship. You must get him happy and Level him up during the day.
It has to like you enough, you can check with one of the apps, and then level it up in the morning or the day
You need to have him at MAX happiness, and then level him. I suggest stat boosters and the Massage Girl in Veilstone, by the Gym.
