The location for relearning old moves is in Pastoria City. The move tutor is just as much of a heartscale collector as the one in Hoenn

You need to find the move tutor, bring a heart scale with you,(they are found in the undergorund.) and he will teach you Pokemon any move it can learn.(including old ones.)
