You have to get the National Dex (by at least seeing every Pokemon in the Sinnoh region.) The you must insert Firered, Leafgreen, or Emerald into the GBA cartridge and turn the game on. You must transport Electabuz over. Then you must go to Pal Park and catch him/her. If you don't catch him/her in 4 or 5 days, then him/her will disappear forever. So catch them as soon as possible.
