You have to find a Elekid which can only be found at the power plant when you have a FireRed cartridge in the GBA slot.

A wild Elekid, by having Fire Red in your GBA Slot of the DS and looking around Valley Windworks.

If you have Fire Red in your GBA slot of the DS, catch a wild Elekid at Valley Windworks and they MIGHT have the Electrizer.
