Go back the place where you got dialga/pakila

Ok, to use the azure flute (sometimes called heavens pipe) you must have the national dex. You then must ascend Mt. Coronet to the point where you battled Dialga/Palia originaly. The flute should play and then a ladder should drop down allowing you to acsend to a room where you battle arceus.

Ascend Mt.Coronet and go to the Peak, Spear Pillar, where you fought Palkia previously. A ladder should drop down, and you should go into "Heaven" to battle Arceus.
