Trophy Garden, or the one you get from Bebe after getting the National Dex.

Go to hearthome after you get the national dex and talk to bebe, she will give you an eevee

Talk to Bebe after getting National Dex. You can also get it if you trade from Ruby, Sapphire, and Emerald.
