Question for Pokemon Pearl

In Pokemon Pearl where do you get the Hidden Move Rock Scale? Also where do I go to get to the peak of Mt.Cornet to get to the team Glactic Boss?

On the blizzardy path to snowpoint city, hug the left wall till you come to a house with a hiker. He says he lost his hm, go around his house and you will find the hm. Also, if your interested in ice Pokemon, try talking to him after getting the hm, he'll give you an ice plate. Next you go to hearthome's side of Mt. Cornet and with the move rock climb you'll make it to the top.
