You need HM07 Rock Climb to do that move and I think you have to beat the 7th gym leader.

1. The move is called rock climb.
2. It is found in the snowy part of the region which is up north.

You need Rock Climb. You find it at Route 217.

You go near snowpoint city. It is by a tree.

Rock climb and you get it near snowpoint

It's called rock climb, and you go up the path to Snowpoint City. When you get to an even heavier blizzard, go up to the house up to the left. Somewhere there, there is the top of a poke'ball. That's it.
