Talk in sunnyshore city to the steel johto gym leader when you got the sunnyshore gym badge

You get it in Sunyshore City after you beat the gym leader. Go to the north and talk to Jasmine and get it from her.

You find it north of the Sunyshore Gym on the Beach, Talk to Jasmine from Silver/Gold version and you'll get it from her ((after you beat the Sunyshore Gym leader))
