How can you get arces and Mew without going to the pal park in Pokemon soul siver.And without an action replay.

For future reference, please ask Pokemon SoulSilver Questions in the Pokemon SoulSilver Section.

Besides the ways that you have listed, the only other way to get an Arceus and a Mew is by Trade.

Arceus is only avalable in a Pokemon platinum nintendo event,which is over. ~Dragon master 1234
