I keep trying to catch an eevee but can't. I already went to hearthome city and nothing. Is there another way?! Except for trophy garden and bebe? Anything is helpful!

After you have obtained the National Pokedex from Professor Oak, Bebe will give you an Eevee in Hearthome City. You can also find Eevve in Trophy Garden, if it's the Daily Pokemon.
You can also obtain an Eevee by Trade, an Action Replay Code, or Migration (Pal Park).
