Drifloon can be found outside Valley Windworks during the day on Fridays. It will be at Level 22.

Once you rid Valley Windworks of Team Galactic, a single Driftloon will appear outside the building every Friday. If you beat Team Galactic on a Friday, you must wait one full week before a Driftloon will appear.
No. Drifloon is at level 20. It is very hard to raise but it has good HP and excellent defences.
