After you have Seven Gym Badges and have defeated Team Galactic at the Three Lakes, you must defeat Team Galactic in Veilstone City. This means that you must defeat them in both their Warehouse and Building in Veilstone City. After you do that and have set the Legendary Pokemon free, it is time to head up Mt. Coronet to Spear Pillar. Spear Pillar is where you will find Professor Rowan, Dawn/Lucas, and your Rival.
