Once in Floaroma, go right, all the way past the little girl and the bridge and you will se some windmills. Defeat a galactic grunt outside the door (he has a lv 11 glameow). He will lock himself in. Then, go back to floaroma and go to the top left corner of the flower gardens (still in the town itself). Go through the trees and you will see two more grunts harrassing a man. Defeat them, then you get the Works Key. Go back to the place where the grunt locked himself in and go into the building, where you will have to fight a commander (lvl 12 or 14 zubat and a lvl 16 purugly - use fighting type against it). Then the galactic grunts blocking the bridge will disappear and you can continue.
