You can get Shaymin, and most of the other "Action Replay code only" Pokemon, from Nintendo Events, which is where you're supposed to legally get them. However, nobody really bothers, because you have to pay a lot of money. Action Replay codes are generally what's recommended by most people.
And yes, those are the legendaries that you can normally obtain in the game. You can obtain some of the past legendaries (Mewtwo, Rayquaza etc) by GBA game transfers, though, and that's how you're 'supposed' to get them.
To get Shaymin,without AR codes, you have to go to a Pokemon Event, which I think passed already.
