How do you get the letter from prof oak without using the action replay???

The only other way is from using the Mystery Gift and transferring it to your mystery gift and you'll get the item but the Nintendo Event has already past the date.

There is no possable way to get Oak's Letter without cheats as of now.

Sorry, without cheats it's impossible. There was a Nintendo event a long time ago, but nothing you can do now.
