Well I think you mean Lapras. And they can be found in the first back room of victory road. (I'm not going to go into detail in how to get to the room). But there is only a 10% chance that you will find one by surfing. But an easier way to get one is to migrate one from Fire Red or Leaf Green. But you need one or the other in order to do it.
