where should i go after finishing the 4th gym?

Hey I won my first conteset but the 5th gym isn't opening why??

Next, if you haven't already done so, make sure you have deafeated all of the firt four Gym Leaders:

Roark of Oreburgh City
Gardenia of Eterna City
Maylene of Veilstone City
Crasher Wake of Pastoria City

Next, if you haven't already done so, help Dawn obtain her Pokedex back from the Team Galatic Grunts, in Veilstone City.

Next, if you haven't already done so, defeat Team Galatic in Valley Windworks, Eterna City, Veilstone City, and The Galatic Grunt standing outside the Great Marsh, located in Pastoria City.

After you have done these, Fantina should be back in the Hearthome City Gym.
