Hello again. I'd like to give my Salamance some more speed ev's, but he's maxed out. However, I read somewhere that there are berries that lower the ev's your Pokemon has. Now, do these berries lower the ev's and make room for other ev's? Or do they just lower the stat itself?

The berries that say they lower stats just lower it for the battle. They don't lower EV's.
Those berries lower you ev's and make room for more. Here is a list of those berries:
Pomeg Berrie - Lowers Ev's for Hit Points by Ten
Kelpsy Berrie - Lowers Ev's for Attack by Ten
Qualot Berrie - Lowers Ev's for Defense by Ten
Hondew Berrie - Lowers Ev's for Special Attack by Ten
Grepa Berrie - Lowers Ev's for Special Defense by Ten
Tamato Berrie - Lowers Ev's for Spees by Ten
