You can only get to mirage island in Pokemon Emerald. And it is extremely rare that it appears.

On the old Pokemon games you could get to mirage island at Pokemon events where you go there and download it from a special type of game card that sends it to you than you use it by either talking to the old man or by catching a ship there depending on which game it is but sadly so far you can't get it from Pokemon pearl (or diamond)
