You have to go to a special nintendo event or use an action replay or game shark. It is the same of all of the following pokemon: Arceus, Darkrai, Shaymin, manaphy, phione

To get an AR you could get one for $20 at WalMart. And you could get a Manaphy without using an AR. Just get the first Pokemon Ranger and migrate the egg from there. To get Phione just put a Manaphy and a Ditto in the day care center.
