Heres how to be able to battle Heatran:

First you must go up Stark Mountain, half way through Stark Mountain, you will team up with a person called Buck, and you must go up to the top of Stark Mountain, when you find the Magma Rock, Buck takes the Magma Rock and runs off, after, you must go to the Survival Area, to the House left of the Pokemon Center, then talk to Buck's Grandfather, then talk to Buck, then Buck will go back up Stark Mountain, to put the Magma Rock back, after, you must go back up Stark Mountain, to where you found the Magma Rock, and Heatran will be waiting there, to which you can battle it.
