how do you find this pokeman?

How do you find the 139 pokeman for the sinnoh pokedex? Does a trainer have this pokeman or no? Please help me it's the only pokeman I need to complete the sinnmh pokedex. Thanks if you helped me

I believe the only trainer that has Milotic, is the Champion of Sinnoh.

You have to either evolve feebas which you can get by fishing with a good rod, and raise it's beauty stats for it to evolve. Or you have to get to Cynthia, the last person that you have to fight to beat the Pokemon league.

I believe Cynthia is the only trainer that has milotic or maybe you rather catch a feebas in mt.coronet and let it evolve.
