Okay, I just bought pearl, but I already have diamond. So must I play Pearl and get the national pokedex to transfer my daimond data, or what do I do. Thanks in advance.

No, you can trade between D/P whenever you want. You only need the National Dex to trade Pokemon that aren't in the Sinnoh Dex.
You can trade Pokemon that arent in the Shinnoh DEX cause I just beat it with a Rayquaza and Mewtwo from my old file;depending on thier lv and how many badges you have will determin if they will listen to you
