I was walking from Veilstone to Pastoria, and the little route (route 213) below Valor Lakefront was raining, and I was wondering why, as it usually doesn't rain there. Does this mean a special place to catch a legendary? Because my brothers have Sapphire and Emerald, where you can catch Kyogre when it is raining. Please reply ASAP. Thanks! =D

The answer is this: It's raining! Wat's so amazing about that? Happens all the time.
If it is raining on a route that it normally never is it means absol is swarming on that route. The reason it rains when Absol is there is because Absol is surpose to be the Pokemon of disasters and it cause bad weather.
