Go to your pc thingy tap on your name tap on ball capsuls.tap on a ball capsule.then decarate it.get seals from sunnyshore city.
You need to buy seals from sunnyshore city, and go in the pc to design them. To get there, you get palkia from the top of mt. Coronet after beating team galactic at the three lakes and beating their boss at hq in veilstone city.
