Verify if your Marill has an Everstone, because an Everstone is an item that blocks all Evolutions. If not, it is not normal because Marill evolves at Lv18 and you're supposed to have an Azumarill.

That isn't normal and I've never heard of it happening before.

Marill evolves at Lv. 18 into Azumarill. My best advice would be to make sure that an everstone isn't attached to your. Other than that, I can't think of anything that would prevent it's evolution.

You supposed to make your marill happy just give it those things the raises your hp and atack and stuff like that keep doing it until your Pokemon can't take it anymore after your done every thing to make it happy go level it upand it will evovleto Azumarill

Dude that is weird. By any chance is it holding an everstone? If it is, remove it and then level up. If that doesn't work, try to evolve a different Marill.
If the other Marill had some sort of significance, just teach it the same moves or what ever made it special. The same thing that is happning to your Marill happened to my Tentacool, it must just be a glitch.
