Training

Well, that probably is the best possible place for you to train right about now since you that far in the game. If you can find any other Pokemon trainers in the Victory Road cave that you have not beaten, then you should go ahead and fight them and then see if you can find anymore trainers to beat. If you have already defeated all of the Pokemon trainers in the cave, then you can always run around the Sinnoh Region using the VS tracker item to find all of the trainers that want to re-battle you. If you have already done that, and you still need more training, you might have to very well rely on wild Pokemon to level up your Pokemon. You could also just fight against the Elite Four, and keep battling till you lose. That way, you see what Pokemon they have and form a strategy, and you can keep leveling up till you lose.

Iron island would probably be the best place, because when you get far enough you will meet Riley and walk him through the cave, at the end of the cave he will offer you an egg, in that egg will be a Riolu. If you evolve that Riolu it will become a Lucario which you could give an exp. share which will help and soon enough you will have beat cynthia.
