At the very top of the tower just south of solaceon town. There will be a bunch of zubats and ghastlys in the tower and when you get to the top there are two old ladies, one of whom will give you the Hm for strength.

You can find the HM containing strength at the top of the Lost Tower. Now the Lost Tower is located a little ways south of Solaceon Town, so just walk south and you should come upon the tower soon enough. Go inside, and make your way too the top floor. Once you arrive there, talk to the old women and you will receive the HM containing strength! Now you can move boulders and things like that if you have the corresponding gym badge.
