Shiny Suicune and Milotic

Hey! I was wondering if someone could make me a shiny suicune and Milotic with some good moves and with abilty Volt absorb.

I don't think that you are able to make shiny Pokemon unless I am unaware of some sort of cheat code that you use through a cheating device. Otherwise there isn't a way to make Pokemon, and especially shiny pokemon.
