How do I get Rayquaza in the pal park I can't send it in because you catch it with fly

Yep, you have to go to the move deleter in the game you have caught rayquaza on. Assuming it's in emerald/ruby/sapphire, then the move deleter is in lilycove city. BUT make sure that one of the other Pokemon in your game knows fly otherwise Rayquaza won;t want to forget it. If you have no other Pokemon that will learn it, catch one that will. pokemon cannot be migrated if they know a HM. But when you migrate it, then you will be able to re-tech him fly!

Go to the move deleter in Lilycove, & he will erase fly for you
