I heard that if you use rare candies you get crappy EVs but I used one on my Pokemon and it gained at least +2 in every stat so does it just show that or are they the actual amount it gained

That is the actual amount gained, but that's not a good level up. Fight a whole bunch of battles, against a bunch of Pokemon, and when you level up your Pokemon might get a +4 stat increase in everything. That might be good, but you don't want to depend on Rare candies to level up.
