You have to unlock Luminous Spring before you can evolve your hero.
Even if you unlock it though, you have to wait awhile before you can evolve it. Progress more in the game (even after the credits). When I akeshully realized that me and my partner could evolve, we were around level 95 !! We're level 100 now though, and we're at the hyper rank. I don't mean that I'm better than anyone!! I honestly don't!
Yeah it is a pickle to be in, the story isn't over though so keep playing... On the other hand if you had a riolu you would need a sun ribbon. Just saying evolution in this game is way too hard!
