Normally after battling them the first time you need to go back to the area you battled them. It helps if you take an item that increases chances of recruiting. Also some legendary Pokemon you need the items Secret Stoneplate or Enigma Part in your bag before you can recruit them.

You need to battle them 2 or more times thats it to this question

Welll first you need a mystery part and secret slab then get a golden mask.
