How can you evolve starters? I've beaten darkrai but I still can evolve. Please help me!

You have to get the Manaphy mission, beat it and do several missions at some point you will get a a mission that says Marine Resort unlock it and you will be able to evolve everyone but the starters. You have to recruit Palkia to evolve starters
