Honestly this strategy will work for similar bosses such as Palkia later in the game. Normally I would recommend throwing Silver spikes from a distance at bosses, but because Primal Dialga (and subsequently Dialga) know ranged moves, you'll have to face them head on. SLEEP SEEDS. Just throw them at it and he cannot touch you. Bring two or three just in case. If you're decent (Lv.42 ) this will make it really easy!

Ib beat it by using 4 sleep seeds 2 reviver seeds and a flamethrower/flame wheel. 1 flamewheel did 381 damage!
