I've done him twice- Once with the golden mask, once with the sky melodia. I'm a level 100 blaziken, with a level 100 heatran, and a level 73 articuno that I didn't take but could if you suggest that. He didn't join either time. Any suggestions? Should I go solo will that help?

To get most legendary Pokemon, I recommend you go in solo. You will have the best chances. Your chances will increase even more if you have one of the two items you said with you for recruiting Rayquaza.
That happend to me before, it's quite simple. All you have do do is bring 3 or less Pokemon with you and do not bring any legendaries. Hope I helped.
Only bring one Pokemon and bring one of the items you said. You will recruit him eventually.
