Termporal tower has 14
Temporal spire has 10 dialga is at 10f

After 10 floors there is the Temporal Pinnacle, which is where Dialga is.

You get to temporal tower on the 9 floor

23-15 in the hidden land and 8 in the hidden highland. And no people there is not 24 its 23 i have the game and beaten it many times.
