The best thing I could come up with is you reach master rank I myself havn't reached there yet but I THINK the next event happens at the Master Rank, but that is just a guess, not that sure of that I am at the same part as you are, don'y get mad at me if it is wrong.

I have been trying for a long time. I have made it to one star master rank, talked to every one, and tried waisting day, but nothing works. I think that it might work if you go through the marine resort, get all the legendary Pokemon, or complete all missions.
