To get Lugia don yous a langendary persion or have a lagendary persion in the dungen at all and you should have him in 1 to 3 tops and ypu got him
Deoxys changes when you go up or down a floor and Lugia is not a water type it's a psychic/flying so try the golden mask
Lugia is not a water Pokemon so try the golden mask or friend bow
