Yes, high levels and Friend bow. Some join your team 99.9 percent of the time, and those are Ho-oh, Lugia and Mewtwo. What more do ya want?

There will never be a shortcut, except for cheating.
You can increase your chance of recruit by either leveling up or holding a Friend Bow. Note that some legendaries need their Friend Area, and most of them are size 4. In some dungeons that have save point in the middle, use it and restart the game as many times as you want till you got the legendary.

Nope there is no shortcuts unless you have an AR or GS
