Defeat Latios in Northern Range.

You unlock pitfall valley after you defeat latios in the northern range.After you complete pitfall valley you go to the town square then latios and latias ask to join your team.

You get the HM surf from solar cave. Then you buy southern island from wigglytuff.
Latios should steal stuff from the shop when you wake up after doing any mission. You end up going to Northern Range and after 25 floors. Find latios. Isn't hard to beat. It turns out he steals them for latias. After a long discussion you end up going to PITFALL VALLEY and after another 25 floors find latias. They both join your team after. DON'T SAY NO!!!

Get surf beat kyogre and kecleon will be robbed go after the theif to northern range beat the theif and you unlock pitfall valley
