Yes, of course, but there are conditions. First, you must beat the main story mode (after you battle Rayquazza & beat him), then the balance of nature will return, which is what was preventing evolutions earlier in the game...You need to go to that rock place North of the square where Whiscash is and it'll break open (now called Luminous Cave) and you can enter, but only alone! Now, you can leave behind your partner or other teammates by putting them on "standby" and you can go inside Luminous Cave and it'll light up and ask if you want to evolve, and if you want to use any items (link cables, thunderstones, king's rocks, or whatever you need), which won't be necessary for those that evolve when they level up, like starters. For Skitty, yes, you need a moon stone. These are found in Solar Cave pretty easily(they look like purple gravelrocks)-you will get access to it after Whiscash gives you the HM Dive (or use a Wonder Mail code from the user cheat/walkthrough sections here to get the stone as a reward for a mission) right after you beat the main story mode; once you get it, bring it and Skitty by itself to Luminous Cave and give it the moon stone when it asks, and you'll have a Delcatty! Before you get too excited, though, I've found that when you evolve a Pokemon in this game it's stats don't go up like in the other games, so make sure you've got all the moves it can get (last one is at Level 39-Double-Edge) and be sure you want it more than Skitty before you evolve it! They get the same stat increases for the most part, too. Make sure you save first in case you change your mind after so you can shut it off!
As far as Pikachu, make him the leader-which you can do after main story mode right in the Pokemon's friend area-put any other team members on standby and have Pikachu go to Luminous Cave alone with a Thunderstone-you'll find them in Lightning Field 29th Floor-or you can try a Wonder Mail code, as I mentioned above.

You should of beaton Rayquaza then you would be able to evolve.
