You can't be a Rilou in Pokemon Blue Mystery Dungeon. You just can't! You need Pokemon Mystery Dungeon: Explores of the Sky if you want to be a Rilou.

You can't, this game only goes to the Pokemon ruby, sapphire and emerald eras.

This is only the first generation of Pokemon Mystery Dungeon games. You can't interact or play as Riolu until the second generation of Pokemon Mystery Dungeon games. Darkness, Time, and Sky are the games you're looking for if you want a Riolu.
