Hmm.. I do not know whether you have any Razz Berries, but if you do- try feeding them to her first. Other than that, I cannot say much- sorry. Eevee is a really cool character.... Maybe you could use the 'Great' or 'Ultra' balls to try and catch her? Besides that, I think it is just her personality.
It is lucky if you have Eevee hatch from an egg, haha.
