You need sea current friend area

Lugia is on the 99 floor of the silver trench
you can get the regis, but first I think you have to get mew
to get Mew you go to the same place as the regis and once you have the music box just keep on going through the dungeon until you find him
he is can only be found as one of the Pokemon when the level is generated or in a monster house

By the way don't use the music box just deep it in our toolbox
you don't need to buy lugia's friend area you get it when you recruit him he can be recruited on first try unlike most legendaries 99.99% chance of recruiting him

Yo first you need to get all three legendary birds (by battling them until they join your team)
Next go to their friend area and they will give you an item that will let you go to silver trench. Lugia is on the 99th floor

Firstly you can recruit the regis but you need a music box or rock part, ice part, and stell parts for regirok, regice and registeel respectively. For lugiayou will have to go to silver trench I think that lugia's friend area will be given auto matically but you should check with other people just in case

You don't need Mew to get Lugia but you need all three legendarie birds alakazam will be by the place you enter the place to evolve he will say there are disasters go to a bird in the friend area and they give you kind of a orb then you get access to where you fight him

I keep talking to alakazam and he never said Anything about lugia. He talks about lucario. And I have all legendary birds

step1:recruit articuno,moltres,zapdos,(you dont need thems friend area). step2:speak to alakazam in pokemon sqare and go to legendary island. step3:go to dungeons and click on (silver trench) and go to 99f and be a pokemon in size 1!!! and you recruited him.

um but what do you do to get him to tell you the stuff to get there?

After you finish the stormy sea and the pitfall valley talk 2 alakazam at the Pokemon square and go to the 3 legendary birds and you will gain acces to the silver trecnh caution 99 flours

Lugia is in silver trench b99f sp yeah hope I really helped ya plus my bro kept dying at levels in silver trench so I had to keep rescuing him which was really annoying

I have had trouble recruiting lots of legendarys, I started out as a blastoise but got kyogre and put all my stuff into that kyogre.... What I've found is that if the recruition would go over team size it wont recruit

First, you'll have to recruit all the legendary bird Pokemon and you have have to complete Pitfall Valley. Speak to Alakazam and go to Legendary Island. You'll gain access to Silver Trench. It has 99 floors and on floor 99 you'll see Lugia. His recruit rate is 99.99%, so you should be able to recruit it when you defeat him. Lugia is level 30. All of the Regi's recruit rates are 0.1%.
