Various pokewalker courses can get you a Pichu or Pikachu, most are event or require a lot of watts though. You could trade for one. If using the GTS in Goldenrod, offer something slightly rarer, like a starter to give you the best results. (Breed your starter and trade the child)

You can find a pikachu in a forest near pallet town in kanto you can get to kanto after you defeat the champion the pikachu can be level or higher

To get a pikachu go to viridian forest in kanto go to the northern entrance keep running around in that patch of grass until you encounter a pikachu it will be around lv 4-7
