Question for Pokemon Diamond

The Move tutor guy who teaches your Pokemon the Ultimate attack (e.g Blastburn, Frenzy Plant, Hydro Cannon and Draco Meteor) How many times can he teach that move? (e.g can I teach 3 different Dragon Pokemon Draco Meteor? Or can I teach multiple Water Pokemon Hydro cannon?)

You can teach it as many times as you want, BUT only to the starters in fully evolved forms. Unlike Fire Red and Leaf Green, you can teach it to starters from other versions. The starters are Fraligator, Typhlosion, Meganium, Blastoise, Charizard, Venasaur, Swampert, Blaziken, Skeptile, Empoleon, Infernape, and Torterra.

There is no limit to teaching Draco Meteor, just as long as you're teaching it to a strong dragon Pokemon that likes you.
The other moves, I'm not sure about... I think they can only be taught once, but this time, they can be taught to one of four Pokemon [the final evolved form of one of the starters within the first four generations]. Just remember: that Pokemon has to like you a lot, too.
Of course, there's also a chance that you can be taught all these moves multiple times, I just personally haven't done this from experience.

Now I know for sure you will only be able to teach each move only once. So unfortunately it means only one dragon guy with draco meteor or only one guy with hydro cannon. But I am not totally sure if you are even able to get him to teach frenzy plant and blastburn to two guys in the same game. Ill have to pass you over to someone else for that answer, though if I were to guess I'd say only one of the 4 moves could ever be taught, just a guess though.

You can teach the ultimate attack to the 12 starter pokemons 3rd form. Example: you can teach blast burn to charizard, typhlosion, blaziken, and infernape, but only if you have that pokemon. And yes, you can teach draco meteor to as many dragon type Pokemon as you like.

Also, they are not exactly the ultimate attacks. Unless you're willing to accept the recharge turn, that is.
