Hi! I'm new here and I would like to ask where I could get all the HMs
And I keep finding out which starter should I pick cause I just bought
This game.

I'll answer the starter question, first. It all depends on your personal favorite attributes to a pokemon.
When Turtwig becomes Torterra, he has good attack and defense, but low speed. He has a low amount of weaknesses, and can mainly learn grass, ground, and rock attacks. This would make a decent physical tank, and is nice to use for a beginning trainer.
When Chimchar becomes Inferno, he has good attack, special attack, and speed, but horrible everything else >.< He can learn mainly fire and fighting attacks, some rock and ground, but no thunder attacks [except for Thunder Punch, which is done by breeding]. This Pokemon is probably for experienced trainers, as a wide variety of attacks can take him down, and he can't learn anything to beat them besides breeding.
When Piplup becomes Empoleon, he has good special attack and special defense, but low speed. He can learn ice attacks and is good for a new trainer. Since he can learn attacks that take down his strengths AND weaknesses, this is probably the better choice until you become better.
And now, the HMs question.
HM01 Cut- Cynthia gives it to you in Eterna City.
HM02 Fly- You obtain it in the Galactic Warehouse after obtaining the third badge.
HM03 Surf- You obtain it from Cynthia's grandmother in Celestic Town after obtaining the fourth badge.
HM04 Strength- You obtain it from an old woman at the top of Lost Tower on route 209.
HM05 Defog- You obtain it from a guy near the entrance in the Safari Zone in Pastoria City.
HM06 Rock Smash- You autmatically obtain it from a hiker in the Oreburgh Gate.
HM07 Waterfall- You obtain it from Cynthia after obtaining all 8 badges.
HM08 Rock Climb- You find it near a house on the western side of route 217.

HM 01) you get it from cynthia when you meet her in eterna city
Hm 02) You get it in the galactic warehouse in veilstone
HM 03) You get it from cythia's grandmother
Hm 04) you get it from the old woman at the top of solaceon tower
Hm 05) you get it from the green haired guy inside the safari zone (right of exit)
Hm 06) you get it from a hiker in the tunnel on your way to oreburgh city.
Hm 07) you get it from Jasmyn after you beat the 8th gym
Hm 08) House south of snowpoint city.
