For both of them, you first need to obtain the National Dex.
Sandslash: can be found on Route 228 if you have Leafgreen inserted in your DS.
Marowak: need to evolve from Cubone at level 28, and Cubone can be found in Swarms on Route 203 [talk to Dawn's/Lukas's younger sister in Sandgem Town.]

For Sandslash you have to have Leaf Green version in the bottom of your ds and go to route 228 Marowak cannot be caught on Diamond you have to catch a Cubone to do that you have to wait until there is a swarm in route 203
